This told me that Creon seems to be a strict person of law. He is also is a person of action, and powerful words. He thinks of his city Thebes before anything. I don't think that Creon would let anyone go against his city.These qualities can sometimes be good in a king and sometimes not. Creon can go by these rules and be a good leader by protecting Thebes, or a bad one by making laws people are against.
